Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are released from multiple capitals. Immense energy is devoted on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a ability afforded by timely intelligence. From witness perspectives, military aircraft that had been deployed to intercept incoming cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by partner states. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and further power outages.
Ongoing Risks
Following this, a heavy machine gun fired at a aerial vehicle close by, part of a defensive team – most likely Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its target.
With pauses, this continued until dawn. Kyiv greeted the morning news: several casualties, devastation and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on international aid – a need that regional partners are demonstrably unable to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new approach from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, endure.
Tactical Assessments
It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration operates on a principle familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not evolve additionally in its favour in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a entire defensive failure until circumstances change in its favour.
Current Realities
Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are coming into play: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a only one week to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
